The Operating Room Global (TORG), in partnership with Ayder Comprehensive Specialized Hospital, an affiliated teaching hospital of the College of Health Sciences, Mekelle University, Ethiopia, invites applications from eligible surgical, anaesthesia, perioperative, nursing, allied health, academic and healthcare professionals for its International Clinical Fellowship and Observership Programme.

Ayder Comprehensive Specialized Hospital is one of Ethiopia’s leading tertiary academic referrals and teaching hospitals, serving a population of more than 10 million people while providing undergraduate, postgraduate and specialist training across a broad range of medical and surgical disciplines through the College of Health Sciences, Mekelle University.

The programme is designed to strengthen global surgical and perioperative capacity by promoting international clinical exposure, multidisciplinary learning, professional development, collaborative research, healthcare leadership, and the exchange of knowledge, skills and best practices between healthcare professionals worldwide.

Programme Overview

International Clinical Fellowship

The TORG-Ayder International Clinical Fellowship is a structured three-month, in-person, supervised clinical and academic placement designed for qualified healthcare professionals seeking advanced exposure within their chosen specialty.

Fellows will participate in supervised clinical, educational, academic, research and professional development activities appropriate to their qualifications, experience, professional registration and institutional permissions.

Participation in the fellowship does not constitute employment, specialist accreditation, independent clinical practice, or automatic professional registration or licensure in Ethiopia.

International Clinical Observership

• The TORG-Ayder International Clinical Observership is a short-term, in-person observational placement designed for healthcare professionals, educators, researchers and trainees seeking international exposure to clinical services, multidisciplinary practice, operating theatre systems, healthcare leadership, education and research.
• Duration: Two (2) weeks to One (1) month
• Location:

• Observers will participate in educational and observational activities within their approved specialty.
• Unless specifically authorised under applicable institutional and regulatory requirements, observers will not independently diagnose, prescribe, perform procedures or provide direct patient care.

Programme Schedule

• Applications are accepted throughout the year on a rolling basis.
• Eligible applications are reviewed periodically, and successful applicants will be offered placement in the next available programme, subject to departmental capacity, supervisor availability and institutional approval.

Clinical Fellowship Programme

The TORG-Ayder International Clinical Fellowship Programme is offered through three structured cohorts each year, with each fellowship lasting three (3) months.

Clinical Observership Programme

The TORG-Ayder International Clinical Observership Programme is conducted four times each year and normally lasts two (2) weeks to one (1) month, depending on the approved placement.

The exact placement dates will be confirmed following acceptance in consultation with the host department.

Application Timeline

• Applications are accepted on a rolling basis throughout the year.
• Applicants are strongly encouraged to submit their applications at least twelve (12) weeks before their preferred programme commencement date to facilitate application review, institutional approval, visa processing (where applicable), and pre-arrival arrangements.
• As the number of fellowship and observership positions available in each specialty is limited, early application is strongly encouraged.

Fellowship Activities

Depending on the participant’s specialty, professional background, experience, and institutional approval, fellowship activities may include, but are not limited to:

• Supervised participation in clinical services.
• Attendance at operating theatre sessions, ward rounds, outpatient clinics and multidisciplinary team meetings.
• Participation in departmental teaching sessions, grand rounds, morbidity and mortality meetings, journal clubs and academic seminars.
• Observation and supervised exposure to clinical decision-making, patient pathways and evidence-based practice.
• Participation in clinical audit, quality improvement, research and innovation activities where appropriate.
• Exposure to hospital systems, operating theatre management, infection prevention and control practices, patient safety initiatives and quality assurance processes.
• Participation in simulation-based learning, workshops and continuing professional development activities where available.
• Development of professional leadership, communication, teamwork and multidisciplinary collaboration skills.
• Completion of an agreed fellowship learning plan developed with the host supervisor.

The exact fellowship programme will be determined jointly by the host department and TORG and may be adapted according to departmental activities, available resources, institutional policies and the fellow’s learning objectives.

Observership Activities

Observership activities are designed to provide structured educational exposure while maintaining patient safety and complying with institutional and regulatory requirements.

Depending on the approved specialty, activities may include:

• Observation of clinical consultations, operating theatre procedures and perioperative care.
• Attendance at ward rounds, outpatient clinics and multidisciplinary team meetings.
• Observation of patient pathways, operating theatre workflows and multidisciplinary coordination.
• Participation in departmental educational meetings, seminars, journal clubs and grand rounds.
• Observation of healthcare leadership, clinical governance, quality improvement and patient safety initiatives.
• Exposure to research, innovation and academic activities where appropriate.
• Meetings with clinical, academic and institutional leaders.
• Completion of a reflective learning report at the conclusion of the placement.

Observers must comply with all institutional policies relating to patient privacy, confidentiality, infection prevention and professional conduct.

Eligibility

Applicants should normally:

• Be qualified healthcare professionals, educators, researchers or appropriately qualified trainees in a relevant discipline.
• Hold current professional registration, licensure or recognised evidence of training where applicable.
• Be in good professional standing.
• Demonstrate a genuine interest in international clinical learning and professional development.
• Have sufficient experience appropriate for the requested placement.
• Be able to communicate effectively in English.
• Be medically fit to undertake the programme.
• Hold or obtain appropriate travel, health and professional indemnity insurance where applicable.
• Meet all immigration, visa, vaccination and entry requirements applicable to Ethiopia.
• Be an Active Member of The Operating Room Global (TORG). Existing currently serving TORG Appointed Leaders automatically satisfy this requirement.

Applications from early-career professionals may also be considered where the proposed placement is appropriate to their level of education, training and experience.

• Stage 4 – Institutional Approval

Recommended applicants will be forwarded to the relevant department at Ayder Comprehensive Specialized Hospital for final review and approval.

Stage 5 – Offer and Placement Confirmation

Successful applicants will receive a formal conditional offer outlining:

The principal language of the programme is English.

Applicants should be able to communicate effectively in English in clinical, academic and professional settings.

Typical Working Schedule

Working hours and programme schedules will vary according to specialty, departmental activities, clinical workload and institutional arrangements.

Participants are expected to attend all scheduled clinical, academic, educational and professional development activities as determined by the host department.

Where applicable, fellows may be expected to participate in early-morning meetings, ward rounds, operating theatre sessions, outpatient clinics, academic teaching and other departmental activities.

Certification

Participants who satisfactorily complete the programme and fulfil all required activities may receive a jointly issued or co-branded Certificate of Completion from The Operating Room Global and Ayder Comprehensive Specialized Hospital, as applicable.

Certification will depend on:

• Satisfactory attendance.
• Professional conduct.
• Completion of the agreed programme.
• Achievement of approved learning objectives.
• Submission of all required reports, reflections or presentations.
• Confirmation of satisfactory completion by the host supervisor or department.

Certificates may indicate:

• Participant’s name.
• Programme type: Fellowship or Observership.
• Specialty or area of placement.
• Host institution.
• Programme duration.
• Dates of participation.

The certificate does not represent professional licensure, specialist accreditation, employment, independent clinical privileges or permission to practise independently.

Programme Costs and Financial Responsibilities

This is a professional development and institutional collaboration programme and is not a funded scholarship programme.

Unless otherwise stated in writing, participants are responsible for all costs associated with their participation, including:

• International and domestic travel.
• Visa and immigration fees.
• Accommodation.
• Meals and daily living expenses.
• Local transportation.
• Travel and health insurance.
• Professional indemnity or malpractice insurance.
• Vaccinations and medical requirements.
• Professional registration or regulatory fees where applicable.
• TORG membership where required.
• Administrative, documentation or other miscellaneous expenses.

Applicants should not make non-refundable travel, accommodation or visa arrangements until they have received formal confirmation of placement and completed all required documentation.

No salary, stipend, allowance or employment-related benefit will be provided unless expressly stated in a separate written agreement.

Participants are responsible for arranging and funding their own accommodation for the duration of the programme.

Travel, Local Transportation and Personal Arrangements

Visa and Immigration

Successful applicants are responsible for obtaining the appropriate visa and complying with all Ethiopian immigration, entry and residency requirements.

TORG and Ayder Comprehensive Specialized Hospital may provide a formal placement confirmation or supporting letter following final acceptance. However, neither institution can guarantee the approval of a visa or immigration application.

Participants must ensure that:

• Their passport remains valid for the required period.
• They apply for the appropriate visa category.
• They comply with all immigration conditions.
• They do not undertake activities beyond those permitted by their visa or placement.
• They provide evidence of immigration approval before travel where required.

Failure to obtain the necessary visa or travel documentation may result in postponement or cancellation of the placement.

Any costs arising from visa refusal, delayed processing, travel disruption or cancellation remain the responsibility of the applicant.

Health, Vaccination and Insurance Requirements

Participants are responsible for ensuring that they are medically fit to undertake the programme.

Before commencement, selected applicants may be required to provide:

• Occupational health or medical clearance.
• Evidence of required vaccinations and immunisations.
• Travel health documentation.
• Valid travel and health insurance.
• Professional indemnity or malpractice insurance where applicable.
• Emergency contact information.
• Any additional health documentation required by the host institution or relevant authorities.

Professional Conduct and Patient Confidentiality

All fellows and observers must:

• Follow infection prevention and control requirements.
• Observe occupational health and patient safety procedures.
• Work only within the approved scope of the placement.
• Maintain appropriate professional boundaries.
• Respect cultural, religious, professional and institutional practices.
• Treat patients, staff, students and other participants with dignity and respect.
• Immediately report any concern, incident, conflict or safety issue to the designated supervisor or programme coordinator.
• Refrain from making unauthorised public statements on behalf of TORG, Ayder Comprehensive Specialized Hospital or Mekelle University.

Participants must not:

• Photograph, record or film patients, staff, clinical areas or institutional facilities without prior approval.
• Share identifiable patient information.
• Remove, copy or distribute confidential clinical or institutional documents without authorisation.
• Publish patient cases, images, institutional information or programme materials without appropriate consent and approval.
• Represent themselves as employees, licensed practitioners or authorised spokespersons unless formally appointed.

Any serious breach of professional conduct, patient confidentiality, institutional policy or programme requirements may result in immediate suspension or termination of the placement.

Photography, Media and Institutional Communications

Participants must obtain prior written approval before taking photographs, making recordings or creating media content within the host institution.

Consent must also be obtained from any individual who can be identified in photographs, videos or other communications.

Participants may be invited to contribute to approved programme communications, including:

• Professional photographs.
• Programme announcements.
• Participant profiles.
• Educational reflections.
• Institutional reports.
• TORG and host-institution social media or website content.

Participation in promotional communications will be subject to appropriate consent. Declining optional publicity will not normally affect programme eligibility or assessment.

No patient-identifiable information may be included in any programme communication.

Research, Audit, Quality Improvement and Publications

Participation in research, clinical audit, quality improvement, innovation or publication activities may be considered where appropriate.

Any proposed activity must receive all required:

• Departmental approval.
• Institutional authorisation.
• Scientific review.
• Regulatory approval.
• Research ethics approval.
• Data protection approval.

before commencement.

Participation in a fellowship or observership does not automatically authorise:

• Access to patient records.
• Collection of patient or staff data.
• Use of institutional databases.
• Recruitment of research participants.
• Photography or recording.
• Publication of clinical or institutional information.
• Presentation of institutional findings at conferences.

Applicants who wish to undertake research, audit or quality improvement activities should discuss this during the application or programme-planning stage.

Authorship and acknowledgement must:

• Reflect actual contributions.
• Comply with accepted academic and publication standards.
• Respect institutional ownership and intellectual property.
• Receive approval from all relevant collaborators and institutions.

Where appropriate, participants may be encouraged to develop educational outputs, reports, abstracts, presentations or manuscripts arising from approved activities.

Intellectual Property and Use of Programme Materials

Teaching materials, institutional documents, protocols, presentations, logos and other programme resources remain the property of their respective owners unless otherwise agreed in writing.

Participants must not reproduce, distribute, publish, commercialise or reuse protected programme or institutional materials without prior permission.

Any jointly developed intellectual property, educational resource, research output or publication will be managed in accordance with the applicable institutional policies and any separate written agreement between the relevant parties.

Reporting and Evaluation

To support quality assurance, programme evaluation and continuous improvement, all participants are required to submit regular progress reports to The Operating Room Global (TORG).

Participant Reports

Participants are required to:

• Submit a weekly progress report via email to TORG summarising their learning activities, educational experiences, clinical exposure, challenges and key reflections.
• Weekly reports should normally not exceed two (2) pages.
• Submit a comprehensive final report at the completion of the observership or fellowship. Fellowship participants undertaking placements longer than one month may also be required to submit monthly summary reports.
• Ensure that all reports are professionally written and do not contain patient-identifiable information, confidential institutional information, photographs or clinical data that could compromise patient privacy or confidentiality.
• Comply with all institutional policies, ethical standards and applicable data protection requirements.

Supervisor Reports

The assigned supervisor at Ayder Comprehensive Specialized Hospital will be invited to submit an evaluation of each participant, including:

• Attendance and punctuality.
• Professionalism and conduct.
• Engagement in clinical and academic activities.
• Achievement of agreed learning objectives.
• Clinical and professional performance.
• Strengths and areas for future development.
• Recommendation regarding successful completion of the programme.

Programme Evaluation

TORG will compile participant and supervisor reports to:

• Evaluate programme quality and participant outcomes.
• Monitor participant engagement and learning.
• Support continuous programme improvement.
• Strengthen future institutional collaboration.
• Inform future fellowship and observership development.

Satisfactory completion of all reporting requirements is a condition for the issuance of a Certificate of Completion.

Important Programme Conditions

• Placements are subject to departmental capacity and may be modified, postponed, rescheduled or cancelled due to clinical, institutional, regulatory, safety, security or operational circumstances.
• Participation in the programme does not constitute employment, specialist accreditation, professional registration or an offer of future employment.
• No salary, stipend or employment benefits are provided unless expressly agreed in a separate written agreement.
• Participants are responsible for all personal expenses unless otherwise specified.
• Clinical participation will be determined by the participant’s qualifications, professional registration, institutional policies, local regulations, departmental approval and the level of supervision available.
• Participants must comply with all institutional policies, infection prevention and control measures, professional standards, ethical guidelines and patient confidentiality requirements.
• TORG and Ayder Comprehensive Specialized Hospital reserve the right to suspend or terminate a placement where programme requirements are not met or where a participant’s conduct is considered inappropriate, unsafe, unethical or inconsistent with professional standards.
• TORG and the host institution reserve the right to withdraw or rescind an offer of placement if required documentation is not provided, eligibility requirements are not met or circumstances arise that prevent the programme from proceeding as planned.
• TORG reserves the right to amend programme requirements, schedules, eligibility criteria and placement arrangements at any time in response to operational, institutional, regulatory or unforeseen circumstances.

Is this a funded programme?

No. This is a professional development programme. Participants are responsible for all costs associated with their participation unless otherwise stated in writing.

Does the fellowship or observership provide a licence to practise in Ethiopia?

No. Participation does not confer professional registration, specialist recognition or independent clinical practice rights in Ethiopia.

Can I undertake research during my placement?

Yes. Research, audit and quality improvement activities may be undertaken where appropriate, subject to all required institutional, scientific and research ethics approvals.

Will I receive a certificate?

Yes. Participants who successfully complete all programme requirements will receive a Certificate of Completion.

Do I need a visa?

Where applicable, participants are responsible for obtaining the appropriate visa. Supporting documentation may be provided following acceptance into the programme.

Can I apply for more than one specialty?

Yes. Applicants may indicate additional specialties of interest. Placement will normally be offered in one approved specialty.

Can my fellowship or observership be extended?

Extensions may be considered on a case-by-case basis subject to departmental capacity, institutional approval and supervisor recommendation.

Is accommodation provided?
